Introduction

In the light of the rapid international variables, the criterion of success, excellence and leadership in firms has become the possession of the knowledge. Hence, in order for a firm to acquire the knowledge, it must possess the strategic way of thinking that will determine its vision for the future. That is where the importance of strategic management in institutions arises, as it is not sufficient for these firms to have strategies that clarify their vision, mission and objectives, but the most important issue is to have the capability to implement and manage these strategies to translate their goals and put them into practice. Therefore, an international approach has come into existence focusing on the strategic thinking, strategic management and measurement of Institutional Performance which all require the institution to adopt effective strategic management.

In the State of Qatar, the leadership has long been giving due care to the importance of strategic planning, and consequently launched the Qatar National Vision 2030 that aims to transfer the State of Qatar by 2030 into a developed state that is capable of achieving sustainable development and to ensure the continuous welfare and decent living to its people, generation after generation. In this sense came the National Development Strategy from which the strategies of ministries, authorities and institutions emerged.

The most important indicator of the success of this conference is that it is the first of its kind to be held in the State of Qatar. Additionally, it aims at recognizing the experiences of others in order to be aware of their strengths and their distinction, to utilize them and to determine the problems that they have encountered and how to overcome them. It will also determine how to achieve the strategic cooperation between the government institutions in a manner that will help in achieving its goals and realizing the National Vision of Qatar 2030.That will only be achieved through scientific conventions where everybody will be present under one ceiling.

1- Forefront of Inception:

Reviewing conferences that were held previously on this field, we have noticed that they have been very limited at the Arab level and have only focused on the theoretical framework of strategic planning and its role in human resources as well as not focusing on the actual implementation of strategic planning together with implementation problems. Besides that, at the Qatar level, no such convention has ever been held before, and consequently, we aim to hold a convention that is characterized by creativity in describing the strategic concepts.


2- Qatar National Vision 2030

The current situation in the State of Qatar, especially after the adoption of the Qatar National Vision, requires the necessity for each ministry or institution within the State to have its own strategic planning and have its plan connected with the general strategy of the State for 2030, and to have the possibility of the implementation and measuring of the strategic performance. Consequently, the need emerges for convening a specialized conference to discuss positive points of implementation and its problems together with proposing adequate solutions to such problems.


3- Utilization of successful experiences

Participant entities shall benefit from successful experiences of ministries and institutions which have strategic plans, identify their distinctive points, get to know how they have been achieved, identify weaknesses and problems they have encountered and their causes, and decide on how well they match the National Strategy.


4- Results and Recommendations

It is proposed that the results and recommendations of the conference should include the composition of a working team from the institutions which already have got successful strategic plans at the State level to help the institutions which have not yet identified their strategic plans or their plans are confronting problems, or providing consultations that will help them in the development of their performance
